random multiple problems in my Dell laptop

This is on a Dell Inspiron 15-3541 laptop OS Wim 10 Home 32bit. I still have the random buzz in the sound that effects the video play back and live streaming.

Also I am having a problem with my USB ports. If I turn on the laptop 1st then the USB flash drives and the D: HDD in an external USB case. None of the USB flash drives or the D: HDD will respond. But if I turn on the USB flash drives and/or the D: HDD drive 1st, then power the laptop secondly . Everything is fine, flash drives and the HDD are working. What gives? do I need to get a new laptop?

Steve, I'm not sure about the buzzing noise, but I'm curious to know something about the USB issue. I have the exact same symptom on an HP laptop. My laptop has two USB-C connectors with thunderbolt and a USB-A USB 3 connector. The problem, in my case, affects only the USB-C ports.

I've found that if I unplug a drive from the laptop, wait a few seconds, and then plug it in again, the laptop will see it then. Also, if I go into device manager and scan for new hardware, the laptop will then detect the drive(s).

In your case, does doing either of those 2 things cause the drive to be recognized?

Had you considered changing 32x to 64x?
Dell has tested drivers for Widows 7 32x, Windows 7 64x, and Windows 10 64x.
Dell has not tested drivers for Windows 10 32x.

To zbook. I was running win 10 32bit. I went to 64bit to try out a game called "Postalredx" because the game won't run on 32bit. Compaired to the original Postal 2 STP and the new, rebuilt Postal 2 STP. Postalredx stinks in the graphics and movement dept's. I went back to 32bit because this laptop doesn't have the recourses to handle 64bit. This laptop has 4 gig's of memory and JUST 1 memory slot.
