File Explorer takes 30-60 seconds to open after 1903 update

1903 Update, Now File Explorer takes 30-60 seconds to open. Once opened, right-clicking files takes 30-60 seconds to respond with the appropriate pop-up. Selecting properties on the ribbon bar takes 30-60 seconds.
Other file operations using the ribbon buttons and navigating around folders is fine. Regular file picker pop-ups are fine. Copy/Paste is fine as long as I do not use right click to do it. This was fine until the 1903 update.
Tried removing the NVIDIA context menu option, per an article - no change. The NVidia software seems to have been updated on the same day as the 1903 update. Related?

My previous reply to you was:
    You say
Takes about 30 seconds to first open file explorer, or right-click items
So when your PC is nominally idle, what is your resource usage? (CPU, disk..).

If your context menu is slow to appear, try disabling items to try to identify which one(s) are linked to it being slow- use e.g.
    Shellexview (free).
When using this ensure MS items are hidden.

Autoruns (free from MS) reveals more in the relevant section of items listed.

    Solved

Shellexview did the trick. Had to disable and reboot several times until I found it was old Western Digital External hard drive extensions. The hard drive still works fine in Windows 10 1903, but apparently the shell extensions do not!
I was able to download a newer version of Western Digital Smartware from their site. I installed this and re-enabled the extensions and all is well.
So: Windows 10 1903 is not compatible with the older WD Smartware software!
