Stop computer booting into safe mode

My screen started flickering and (following a bad guide) I used msconfig to configure safe mode.
Safe mode does not allow PIN login. My password does not work. I am sure that I have remembered it correctly.
I can log into https://account.microsoft.com/devices/ and see my devices there. The password I use there does not log me onto my PC.

What are my options? How can I get the computer to boot normally so I can enter my PIN.
Is the PC login credential different to the Microsoft Account? Is the PC credential an email & if so how would I go about reseting the password (assuming I have linked a phone).

Thanks. That works gets me back in.
System Restore seems stuck and has sat for 2hrs 'Please wait.... System Restore is restoring the registry..'
I will post another thread to cover the original fault and restore.

Do you use disk imaging as so often recommended here? If so, you could restore a relevant previously created image. (E.g. Macrium reflect (free) + external storage.

System Restore is notoriously unreliable when restoring, but a failure like that is not normal.

Suggest you check your disk e.g. HD Tune (free) - portable version available (just search). Should be possible from Safe Mode.

In case there are any other problems with safe mode see this tutorial (option #5, step #5):

In the command line, type the following command and press Enter:
    • C: (letter of the drive where your system is installed)
    • bcdedit /deletevalue {default} safeboot or bcdedit /deletevalue safeboot
    - same thing as I posted, but better written article.
