    Windows 10 wont start

Hi. I dont know if it's because of the recent upgrade but I cant start my pc. When I turn it on and enter my pin, it goes to the next screen, which has become blurry, and I see the message 'Welcome' and the white dotted circle going around. It starts like this and nothing happens. Have tried turning off and starting again with no luck. Cnt-alt-del does not work either. Please someone help!

Welcome to the forum. Do you know what update if its a major update like 1903 then it sets up things if its a slow pc that could take a long time the fact your logging in shows something is working leave it a long time and see if it finishes setup

    If still no luck:

At the login screen click the power button bottom right, then SHIFT + left click Restart.

Follow through the prompts to boot to Safe Mode.
If unsure, see the relevant tutorial in the Tutorial section or search for
How do I boot to Safe Mode

If you can do so, log in, then
    Windows key + r, winver
will give you your build number. Please post that.

Have a look at your Update History in Settings, and post a screenshot.

Thank so much for your advice. The screen has been the same now for 5 hours. I am unable to get to the screen to Restart, or get into Safe Mode. The updates came through this Monday night when I returned from holiday. Took most of the night to install.

This would be the Feature Update to 1903, the acrylic blur on the sign in screen is new for 1903. Samuria is correct, At first sign in after a Feature Update there is a lot of setting up to do. When signing in with a local account name and password there are a series of screens displayed while the desktop is configured for the new OS (Hi, We have some updates for your PC...). With a PIN you may not see those screens, but the same configuration is taking place. Wait and see if it completes.

After attempted update, yesterday have black screen and Windows 10 will not boot. It was suggested to boot from USB. Don't know if it works but am looking into it now. If this fails, must consider backing up hard drive/replacing. Hope things work out for you.

When I turn it on and enter my pin, it goes to the next screen, which has become blurry,
The lock screen background is normal, MS in 1903 blurred the background for the login screen, purportedly to 'focus users' attention'.

When your PC is working normally again you can quite readily revert to previous behaviour:

It might better to reinstall Windows and start over ( assuming you have back-ups of personal data ).......Did you hard power down while the circular dots were spinning? It's possible the installation has been corrupted if it was not able to finish. 1903 takes a while as it's a major update and it's easy to think it's stuck or crashed.
