You can boot Windows into Safe Mode using Windows 10 Installation Media.

Please boot your computer with Windows Setup Media and from Windows Recovery Environment start the Command Prompt.

Please type below command into Command Prompt and press Enter key.

Following command will fixes errors on the disk.

    Code:
    Chkdsk D: /f

Please replace partition letter D: with Windows installed partition letter. When computer boots into Windows Recovery Environment (WinRE) environment the drive letter assign to Windows partition may not be C: drive letter because Windows 7, 8 , 8.1 and 10 creates a separate system partition when it's installed from scratch. The system partition contains boot files WinRE assigns the system partition the C: drive letter and the Windows installed partition will be assign any other drive letter usually D: drive letter is assign to Windows installed partition. The Bcdedit /enum | find "osdevice" command can be use to find out the drive letter of the Windows installed partition the output of the Bcdedit command is similar to this osdevice partition=D:. The drive letter after partition= is the drive letter of the Windows partition.

Please boot your computer with Windows Setup Media and from Windows Recovery Environment start the Command Prompt.

Please type below command into Command Prompt and press Enter key.

The following command scans integrity of all protected Windows system files and repairs files with problems when possible.

    Code:
    Sfc /Scannow /OFFBOOTDIR=D:\ /OFFWINDIR=D:\Windows

That caught my attention and I tried it on my Dell Inspiron 580 desktop with a bootable USB flash drive that would be able to install Windows 10 and I used it to get to the command prompt via the Windows Recovery Environment.
--- Bcdedit /enum | find "osdevice" determined I needed to use drive E:
--- Unfortunately Windows Resource Protection found corrupt files but was unable to fix some of them.
Is there a code or a way that will in effect do what Dism /online /cleanup-image /ScanHealth would do? at that point?

    Execute below command:

    Code:
    Dism /image:C: /Cleanup-image /RestoreHealth /Source:E:\Sources\install.esd:1 /LimitAccess
Replace C: drive letter with Windows 10 install partition drive letter.

Replace E: drive letter with Windows 10 Installation media drive letter.

On the laptop battery that's already dead(?) and will cost £500, that's ridiculous for a brand new laptop with only 5 months of usage.

Alright since the laptop you bought brand new is less than 1 year old, it should have at least a 1 year limited warranty for free for hardware.
--- I don't know if that means they'll replace the battery for free, but I consider a battery to be hardware.
Contact ACER and talk to them about that: tell them you believe that they should fix your computer (they might not agree with that), but discuss it anyway: make sure they tell you why they won't fix it for free if that comes up.
--- They might determine the cause of your issues isn't due to hardware. Don't hesitate to discuss what needs to be covered(politely of course).
You'll probably have to send them your laptop (You'll need an RMA from them to get the process going) but you could ask them if they have a local service technician you can work with.

On "i hear about a flash drive usb to boot it where can i find one im just a little annoyed ill have to purchase one"
--- Please don't do that. You don't have to buy one.
--- You can create your own for free and have an-up-to-date version.
But find out first if Acer will fix your computer properly.
--- If they do that, when you get the laptop back and once you are satisfied it runs properly and meets your needs, that'll be the best time to create a bootable flash drive for installing and/or troubleshooting Windows 10 to include "Use the recommended options for this PC" which can be explained later.
--- Right now I'm interested in how Acer will help you in order to keep solutions in perspective.
