How can I show all the standard Power Plans in Windows 10?

We have a GPO that sets the High Performance power plan and makes it the active plan. This works fine the way it is. If I manually go to look at the Power Plans, I can only see Balanced and High Performance. If I change it from High Performance to Balanced, then the next time the GPO refreshes, it changes back to High Performance.

I tried simply unchecking the "Make Active" checkbox but then the High Performance plan disappeared completely and only shows me Balanced as an option. We want all the default power plans to show and to let people choose whichever plan they want. Is there any way to do that?

I saw that tutorial but it looks like things that have to be run on each individual machine. I was hoping maybe there was a Group Policy method that would make them all show up.
