CPU usage Averages >20% and CPU >40% yet Exploerer.exe still crashes

So I don't know if this is a Win 10 Pro broken update or A virus or something, but for the longest time I can hardly access the usual controls in right clicking the directories of a USB or Hard Drive within windows explorer without crashing the entire desktop. I did a I did a check into the Optimization of both of the hard drives and both have had 0% fragmentation and my average CPU usage at the time of writing is barely at 10% and memory barely goes through 40% right now, and yet my Desktop is bugging out by being unable to properly display my desktop icons and taskbar icons without crashing randomly all starting because I attempted to right click on a thumb drive icon to format it with new default settings. I've restarted the explorer.exe a good 3-5 times now just so I can pull up the Harddrive C: Properties to pull up an optimization menu to check up on the status of my hard drive. Aside from the desktop, as I write this, the chrome browser and similar programs that are outside of the windows explorer.exe functions seem to operate just fine, but it would appear I have to restart this machine to return my desktop to some state of normalcy, is there anyone familiar with this, and can assist me in figuring out what the issue is? Thanks.
