As we can NOW see that you're using classic/open shell menu, I think you need to go to settings for that and use its Customize Start Menu tab and double-click ShutdownBoxItem.
Using the Customize Start Menu tab, I was able to reorder the menu so ShutDown is not first. That is an improvement.

However, I do not see ShutdownBoxItem. So clicking on Start/Shutdown still defaults to Switch User.

Press Alt+F4 this gives you the shutdown menu. If you have pending Windows Updates, it will ask if you want to Restart installing Updates, or Shutdown installing updates.

Alt+F4 gives me the Shutdown menu with Switch User showing. Nothing changed from my posting yesterday or the day before.

He used Alt+F4, that's where the window he showed in his initial post came from.

A week or two ago, my Start/Shutdown menu changed its default from Shutdown to "switch user." Also, when I get the full shutdown menu, there is a new option to "update and restart." But there are no updates pending.

How can I get back to the standard shutdown menu, and also have the default option be Shutdown?

    Thanks for any suggestions.
Yeah this has happened to me too, just in the last few days. Same windows version too. I'm guessing an update added this "feature". Hopefully will be fixed soon.

I see an old article on Winaero on how to revise the default Shut Down option:

Set Default Action for Shutdown Dialog in Windows 10

But I'm thinking to just hang in there a few days, hopefully someone at Microsoft will wake up.
