Does C:\Users\NAME is the same on the desktop and on the Laptop?

Open a command prompt (admin) and run:
powercfg -h off
It's likely Windows 10 fast startup and the hiberfil.sys file that is causing the issue.
I know, have done it already, but that does not help.

Was thinking about this as well but don`t think this could change anything and even if it would this is not a solution anyways. Haven`t got there yet.

Yes. It did the job. Fast startup was the problem!
And an important note on this:
The host pc was not causing this issue as I mentioned earlier. The problem was on laptop`s disk which I was connecting to the host pc. After turning off hibernation feature on the laptop`s disk everything seems to be fine now.
Well. Has something changed related to power configuration controls, boot processes with the latest version of windows 10 1903? Apparently yes. Haven`t had experienced anything like that before. Actually the problems and whole situation were totally unpredictable and random. What I mean by that are different random app errors, system boot errors, missing files (at least copied ones) etc. Felt like there`s a virus, faulty disk or memory. Damaged windows system in general...
