I think that automatic updates are responsible for waking up my PC during the night. I have changed power options in my wifi and ethernet cards (device manager/properties/power plan/"do not allow to wake up from sleep") and also did the following: (to prevent updates from waking up my pc):

Control Panel>Hardware and Sound>Power Options>Edit Plan Settings>Chagne advaced power settings>Sleep>Allow Wake Timers: Disable

    1. Open Device Manager
    2. Open Network Adapter Tree
    3. Right-click your network adapter
    4. Select "Properties"
    5. Go to the "Advanced" tab
    6. Select "Wake on Magic Packet"
    7. I bet it says "Enable"

Yes, even if you went to "Network and Sharing Center" then clicked "Change adapter settings" and right-clicked and selected "Properties", under the "Power Management" tab it will have appeared as though that option was not highlighted. At least, that is true for my Lenovo Yoga with Realtek Wireless LAN.
I tried this a couple of days ago and it has worked for my machine (HP with core i3) :) I have been scouring the net for a solution to Windows 10 turning my PC on for 2 weeks. I repeatedly found the same solutions, tried them all without success. this one did it for me, thanks SoloShotFirst

Sadly didn't work for me on a Dell Vostro 230 even after an Anniversary update.

No, I haven't fixed it yet but I haven't taken away wake up permissions from anything but the network adapter yet. I probably won't be fixing it for at least a week because I'm taking off on a trip tomorrow morning.
I had this problem and fixed it by turning off the wake permission from the network adapter. I would check you have turned off wake permissions for all devices.

. I've just tried that with the Ethernet adapter and the PC still re-boots!

I upgraded one of my systems to 10 the other day and ever since it won't stay off, it just turns itself back on every time I shut it down. It was a clean install, not an upgrade. Never had this issue before the upgrade. Hopefully somebody can be of assistance.
Windows 10 Computer Not Staying Off...
I have had this problem since installing the Windows 10 Anniversary download. I've tried everything suggested in this thread to no avail (computer starting up again after 10 seconds or so - really infuriating) but after a lot of searching, I found this link...

[HOW TO] Turning off All motherboar lights when shut down. Keep ROG LED when PC is on

It was someone else having problems closing down the computer but nothing to do with Windows 10.
The problem was solved in this case by "enabling" ErP in the motherboard BIOS. I'm not a computer geek by any means so had to find out what ErP is. Still not quite sure but it's something to do with making sure your computer, when turned off or sleeping, is consuming less than 1W of power; just enough to trigger the "On" button when you want to turn the thing on.

Anyway, what did I have to lose after trying all the other "solutions" that hadn't worked?
    So....
I have an ASUS Z97-A motherboard with BIOS version 2501
Entered the BIOS on restart, then
Advanced Mode -> Advanced -> APM Configuration -> ErP Ready >>> Enabled
Saved settings, started the machine into Windows 10, closed down and waited....
And it worked! No frustrating start-up whirring anymore just when I've got up and am about to leave the room.

I really hopes this helps other people. I've been cursing Windows 10 Anniversary upgrade for days now and it had absolutely nothing to do with that (unless Windows 10 has incorporated some ErP setting which interfered with my motherboard's BIOS settings). Anyway, that's a possible discussion for another day.
All the best and good luck!

I've tried everything here and then some and my PC still comes back on in 5 seconds after Sleep, Hibernate or ShutDown. The only way I can keep it off is to hold the Power Button down until it shuts off and then it stays off.

I can't find anything about APM in my BIOS, so I couldn't try that one. What does APM stand for? There is something called No-Execute Memory Protect . Could that be it?

I'm almost certain this began happening with the Anniversary Update. Has anyone gone back to a previous version to see if that fixed it?

Should I keep using the Power Button to Shut Down or just leave my PC running 24/7 until I fix it? Which is better?

Link not working. Can you summarize?

Mine is coming back on right after putting it to Sleep, Hibernate or Shutting Down, so not sure this is the same problem that you solved with Turning Off Scheduled Tasks, but I will try. Thanks.
