I can not get to my Bios/UEFI settings/Boot Order*.
No F# repeated keystroke works.
SHIFT/Re-start hangs up when I choose "...UEFI settings"
Someone said I can't get there is "Fast Boot" (or somesuch nomenclature) is enabled...but I have to get IN THERE to turn it off!
Thoughts?

In my Bios Uefi Settings <<-- is as it called, there's two variants, The network stack configuration, and enable/disable uefi boot. The boot order in my bios is outside of the uefi settings, similar thought came to me with the fast boot(I can't remember for what was it... :P)Whatever! Try what I told you serach the ip4 or ip6 boot order in the boot settings if you're looking for that! That's what I can help you!
Please re-read my post. I can't GET TO the boot order list.
Open notepad and paste this in:
shutdown /r /fw /t 0
Save as BIOS Boot.bat then right click run as admin.
It means: shutdown type restart- firmware(BIOS/UEFI)- timeout zero seconds
Now I understand, I think I had the same problem before time, I think long ago, not sure. I think that with system bootable flash could solve the problem as well in a moment or in a way, but I'm not sure!

Don't understand this:
"spamming the delete key during POST"
When you restart, and the PC shuts down and then restarts, start repeatedly pressing(don't hold down) the delete key constantly when the spinning circle starts..
