How to change the WinX menu, including Powershell/Powershell (Admin)

My new W10 installation has issues. I wrote a separate post about the Explorer Menu related issues.
The others are related to the WinX menu:
1. POWERSHELL IMPOSSIBLE
When I use the W10 menu and select that the command prompt should be replaced by Powershell, the menu option itself is changed. But I cannot use it. An error message says restrictions prevent performance. There is no default program installed or so. Well, Powershell IS on the pc, but apparently cannot be linked to the menu option.
I read parts of the Powershell tutorial but did not quite understand it. It seemed different from my issue.
2. HOW TO ADD 'CONTROL PANEL' TO WIN-X
I wish to add the control panel option to the win-x menu. Seems impossible.

Alternative solution: Get Classic Shell. It gives you the "old" start menu, which is what the Win-X menu is supposed to be.

Maybe try toggling this setting, Settings>personalization>taskbar, replace command prompt with powershell in menu when I right click the start button or press win key+X.

I was reluctant to install another program merely to add Win+X menu items, so had a look at the relevant folders: %LocalAppData%\Microsoft\Windows\WinX, with three 'GroupX' folders beneath. A lot of mucking about confirmed one cannot simply add shortcuts here: mine in Group2 (but not groups 1 or 3) started with a numeric: 'x - sc_name' (which controlled the presented order) and I found that if I created a sc to something else, but named it the same as one of the 5 originals, then that 'something else' ran. But this was messy.

So reluctantly I turned to the web, where I found this: All the ways to customize the WinX menu in Windows 10 (and Windows 8.1) - Page 2 | Digital Citizen
which covers WinXmenueditor, but on page 2 goes on to explain more, and points to a tool called hashlnk (I know - another program!). I downloaded this and tested it as explained above: a sc (CP.lnk) to control.exe in %windir%\system32 was hashlnk'ed, shown in the winx\Group2 folder:

Thanks for the miriade of answers and suggestions.
So far this is my conclusion:
1. Changing the Win-X-menu ONLY to add the option CONTROL PANEL seems way to much risky work. I can not understand the procedures and am afraid to make mistakes. Am no expert at all. Just a user.
Giving things a closer look: is CONTROL PANEL the same as WINDOWS 10 SETTINGS?? If so: the settings wheel is available in my W10 main menu.
2. I know how to toggle WIN-X between command prompt and powershell. But after I selected powershell and click I get a message that Powershell can not be used due to restrictions. From there i get lost. No idea what to do. And could not find it in the suggested answers and links. Or did I miss something?
