can I have the modified date never changed?

For example, I have a document, whenever I make a slight change, the modified date would be updated. However, this is not what I want, in most cases I would like to keep an understanding of when the major change of the file was done.

Creation date could also changes if the files are copied instead of moving, which will not help.

In other words, is is possible to have the modified date of the files always unchanged by default

I think the only simple way to achieve what you want will be to incorporate the effective date that you want into the filename.

So, for example, my current notes about replacement computers are in 20190427 Future system requirements and it was last modified on 1st of June but that was not a significant change because it just involved corrections to spelling, punctuation & idiom.

Using a simple scheme such as this is fine for small numbers of files. if you were managing documents for a large organisation you would probably have to set up & run a proper 'Document management system' which is both expensive & complex.
