Windows USB boot Disk to boot into actual damaged windows!?

First of all I am sorry if this question has been asked and if there is already an answer available, but I could not find it.
Also sorry if what I am asking comes out directly from my imagination and for whatever reason not possible to achieve.

But it's still worth asking as if possible it would be a life saver for me!

I want to know if there is any bootdisk (available or possible to create) that will allow me to boot into my actual damaged
windows? I already have boot disks with PE windows environment which will boot the PC, but it's like if I boot with another
windows and have access to my C: (the damaged windows I want to repair) only as a drive and not as a loaded OS.

What I would like is to use the bootable USB and boot into the damaged windows. So if I open regedit and modify something
it's modified on the damage OS or be able to open device manager and remove something in the damaged OS.

But isn't this the same recovery boot that windows 10 initializes when it can not boot.

But it fails to boot and restart again!

You can always boot from the PE disk, open Regedit then open the appropriate hive on the damaged OS (you must be looking at HKLM or HKU for the File>Load Hive option to be available). I don't know of an equivalent solution for DM.

Your damaged Windows drive probably has bad sectors on the HDD where the Boot files are, so no software is going to let you boot into that HDD,. Why do you need to Boot to it?
If you want to access files on the HDD then attach the drive internally to a desktop computer as a secondary HDD or via a USB Adapter, Dock or Enclosure. If Windows recognizes the drive as a secondary, then you can browse the drive and access the files on it and copy them to the Primary C: drive of the computer, unless the drive is so damaged that it won't get recognized the by the computer.

The hard disk is not damaged, what happened is that I simply changed a device driver in device manager by manually forcing it to use a driver I had on my pc.
After that the pc would no longer boot (it went is endless rebooting loop). All I needed to do to fix this was to be able to revert the driver to original. But not
possible for me when I can not boot to the OS.

Yes This seem to be the best option for registry modification from a boot disk.

Starting in safe mode may prevent the driver loading?

Yeah this is what I though. but as I describe here I enabled safe mode, but windows was not able to load and rebooted
back to recovery!
