    Windows not releasing programs from memory


    Whenever I run Windows utilities such as DISM, SFC, or install/uninstall a program within Windows 10 (1903), if I check my memory usage you can see that it of course goes up, but after the operation has completed and I've exited out of it, my memory usage is still up and I must restart for my memory usage to return to normal. Browsing online or running other programs such as games, Viber, etc do not cause this problem and my memory remains around 21% (16GB's) throughout the day. Is this normal for Windows utilities to be retained in memory after closing them?

    Yes, I experience stuff like that. Not only Windows programs, but other programs too.

    For example: Sometimes I have about 20 Google Chrome tabs open at once, and eventually get them all to close down. Then I open the free app named CleanMem to release all the leftover memory that is no longer in use, then close that app. (It shows the percent of memory that is being used in a icon near the clock).

    I highly believe (not 100% sure, but what I've noticed over time), is that there's a likeliness that you may open that app sometime later (within your same Windows session; not restarting the computer), so Windows would load that program and its processes very quickly instead of reloading everything once again. I do find it kinda odd that this "setting" still exists, because now everyone has SSD drives, and high memory, which load things almost just as quickly.

    But this is all my assumption on all this.
