Done. Didn't seem to change the behavior of Focus Assistant.
So far it is behaving normal after I made the change. I think the issue is with that fullscreen app mode setting. But I don't know why. I will leave this thread as not resolved a bit longer in case I stumble across something, or if there's anyone here with ideas I can try out.
By the way, if there are someone with a clean 1809 installation I would greatly appreciate it to know if this fullscreen app slider is enabled or disabled as default. I can't remember what I had it set to.

But I meant 1809 That was the latest build without that issue, so knowing if full-screen mode is on or off as default there (because I had everything on default) would be good info to have. That way I can figure out if the issue is exclusive to 1903 or not.

Probably not relevant, but I don't see the "when Iæm at home" button. But this explains why I didn't see this problem on 1809 then, because it's not there. Now the fun part starts. Finding out what's running in the background that is causing the assistant to freak out. Or maybe it is an exclusive bug by Microsoft.
Ok, so talking to a few other users it seems to be an issue with the GeForce Experience overlay on Nvidia graphics cards causing this issue. Further investigation is needed though, but I will try to contact Nvidia and see if they know about this in the upcoming week.

same thing with this rule, thinking desktop is an app running in full screen mode..
