I can’t figure out how to open start menu properties (my taskbarhas no empty space).

Try the Start item shown instead: it's right above taskbar in the left-hand menu shown in my earlier screen capture. Start --> Settings --> Personalization --> Start (Menu).

That doesn’t do it. I’dsend you a screenshot of t menu but I can’t get to it.
I'm confused Herm. Your first post said 'start sub menus'. Not sure what you mean by that. Your last post said 'start menu properties'. If you're looking for the latter open file explorer, click on OS/users/(your user name)/appdata/roaming/microsoft/windows/. Go to 'start menu', right click and select properties. If you looking for the start menu button, it's the farthest to the left on the taskbar. (if your taskbar is on the bottom)
You may find some old tutorials on other sites that says it does (did) exist in 10. That is because up to version 1511 it was there. Since the Anniversary Update (1607) it has been removed from Control Panel and all Start settings are now in the Settings app (and unlike TenForums those other sites haven't bothered to update their tutorials).
