Cannot open Windows Update Window / Graphical Glitches

Hello all! I've got two new problems with Windows on my laptop.

First off - When running any kind of video that is in Chrome (Only browser that I've tested so far) or in MPlayerClassic my graphics driver continuously crashes and makes some really cool glitches. When it's not full screen it'll show black blocks all over the place and then when I have the video full screened it looks like the image is being projected at a 45 degree angle from the bottom left of the screen. It's kind of hard to describe so I've included a video:

The second problem I'm having is I cannot open the Windows Update window, nor any privacy window. I tried setting up Cortana but when it gets to be time to set the location you click settings, a white window flashes and then disappears.

    System Specs:
    ASUS G53 Laptop
    Intel i7 Q740
    Nvidia GTX460M

Any help would be greatly appreciated.

Okay - managed to figure out the first one. Only took me about three hours of Googling around. Apparently the "Setting" application also was not opening, which is where the update and privacy settings are located (I'm used to them being in their own little areas like Windows 7)

It can be fixed with a hotfix that Microsoft has provided here: Settings doesnt launch, or launches the Store instead - Microsoft Community

Apparently there is an update KB3081424 that will fix the issue, but if you cannot open Windows Update how the hell are you supposed to get it. :| I hope they figure out a way to get this patch to the technically illiterate, otherwise there are going to be a ton of Windows 10 machines out there not getting updates.

Still don't have a solution to the graphical glitches. Rebooting the machine seems to fix it temporarily, but after a couple of minutes it'll start happening again.
