Your next step(s) should be to create bootable recovery media, perhaps starting with the Macrium Rescue Disk or a bootable Windows 10 installer for whatever version of Windows 10 you're running. Use this to attempt startup or boot repairs (the TF tutorial Run Startup Repair in Windows 10) is a good place to start. If this doesn't fix what ails your system, come on back for further suggestions (and also, look at what Kyhi's Windows 10 Recovery Tools can do for your PC).

Do you have a current image backup? If so, it's probably time to do an image restore. This should fix your boot problems and return your PC to the state at the time of the backup. If you don't have a current image backup, you should probably plan to perform a clean install to wipe the current damaged installation and replace it with a good working one. Sorry for your trouble!

look at what Kyhi's Windows 10 Recovery Tools can do for your PC
Download and burn the Kyhi Recovery Boot disk to a USB Flash drive. boot off of the Recovery USB. Click the Macrium Reflect PE icon on the Recovery Desktop and choose Fix Boot Problems.
If that fails, your HDD may be failing. There are HDD Diagnostic tools on the Recovery Disk.Try HD Tune, go to the Error Scan tab and Scan. Any blocks that turn Red are Bad Sectors. If you have more then a couple, the HDD needs to be replaced.

Do you have a laptop or desktop PC. Try a full power off restart. This requires removing the laptop's battery for a couple of minutes or turning off a desktop PC and switching it off at the mains. You could also try resetting the BIOS defaults and re flashing the BIOS to the latest version. For a desktop, also check your CMOS battery is OK. I usually replace them every 2 years.
