Shutting Down Doesn’t Fully Shut Down Windows 10 (But Restarting Does)

    Has there ever been a resolution to this problem? In reading through this thread it's one that I could easily have written, myself. I'm still working on getting a clean, complete shutdown, having tried all the above plus killing various services that were thought to be responsible. No luck.

    What make and model of computer do you have? Is your BIOS up to date? You might want to check your manufacturer's site to see if they have an update that might resolve the problem.

    I don't have any Notebooks connected via Ethernet cable to the Router but my Desktops indicate the NIC port has power when shut down so to completely disconnect the power such as working inside the case the power cord has to be removed the wall socket, surge protector or UPS. The design from the old AT cases changed from the front power switch being connected directly to the power supply to the newer ATX cases where the power switch connected to the motherboard and 'told' the board to manage the power. Usually holding down that power switch for 8-10 seconds shuts the computer down but there still remains power to the motherboard to the extent of the light on the NIC Port and boards with USB 3 ports acting as chargers for things like SmartPhones, Tablets, MP3 players, etc.

    If a bios update does not resolve your issue.....

    Unfortunately, in my experience, if you put a fresh install on a machine and it still wont properly shut down its likely a bad board. Before you invest a ton of time troubleshooting the software side of things if you have a way to test a fresh system on this machine, you should definitely try that. (e.g. extra hdd you can install Win on and switch in to test) You can decide when the time has piled up high enough to do so...

    As @Berton says, your NIC lights will stay on and a power light should always be lit somewhere on the board (most boards), however fans should not continue to run, even in your power supply (Which could also be the culprit). I would suggest if you have a spare power supply around to use that to verify it is the board.

    I would not buy a supply to test this because there is a much higher chance the board is the offender.. If you do not have one on hand you will probably save $ having a shop diagnose the board as bad (Depending on your local options)

    Definitely exhaust any other options you may find before taking my advice, I hope I am wrong.

    So, the BIOS can affect how the PC shuts down? I was under the impression that it only handled startup.
    The orig. MB on this Dell 3650 was bricked by an automatic Dell BIOS update that started & never finished (no power interruptions occurred). Bought a refurb online that came with BIOS ver. 3.4.1 (6-29-2017). Currently available is 3.12.1 (2-17-2021). I've been gun-shy in doing an update based on the previous experience, especially with the threat of occasional rural power glitches.

    I hear you on the Dell BIOS updates. I have a Dell XPS laptop and followed the Dell Support forum for that device. BIOS bricking was an often posted issue there. In fact I found a post by someone who mentioned an issue with BIOS updates for your 3650 due to a bad jumper. It is unfortunate that issue happens. You try to count on the manufacturer to release good updates, but it is not always happening. You might want to follow the suggestion of BobOmb of having someone check your motherboard.
