    Shutting Down Doesn’t Fully Shut Down Windows 10 (But Restarting Does)


    Ok so I'll try to clarify as much as I can.

    When I ''Shut down'' either I'm holding ''Shift'' or not. It signs out but I can Still hear fan and Power Led is on, even after couple of hours... it can goup to 12...

    For Shutting it down Completely, I have to hold Power Button for couple of seconds.

    Here's what I did so far;

    1. I Disabled Hibernation into BIOS
    2. I did ''powercfg.exe /hibernate off''
    3. I checked in Settings, System , Power and Sleep and look for ''Fast Startup '' option to check it off. (But the option wasn't there). P.S. I did the troubleshoot on 2 pcs, 1 HP Laptop and 1 Gateway Desktop and both didn't have the option and it seems that over web that this option solves the problem most of the time.
    4. I've wasted boiled eggs

    Any Hints?

    ***And if it's in sleep mode or hibernation*** I cant wake it up from mouse and Keyboard even if the option is enabled in bios.. With both computers, I always have to hold the power button to shut them down and press them again to boot up.

    To get to the Fast Startup setting, follow these instructions:

    1. Go to "Settings" > "System" > "Power & Sleep" and click the "Additional power settings" link on the right. That brings up the old Control Panel Power Options.

    2. Click the "Choose what the power buttons do" link on the upper left.

    3. This gets you to the "Define power buttons and turn on password protection" screen. The "Fast Startup" setting is near the bottom. However, in order to change it you need to click the "Change settings that are currently unavailable" link at the top.

    4. Then uncheck the "Turn on fast startup" box and save the setting.

    Otherwise you can put a shortcut on your desktop to shut down your system fully. Insert this command in the shortcut;

    "C:\Windows\System32\shutdown.exe /s /t 0" [without the quotes]

    If your LAN adapter has either of these 2 "Wake" parameters enabled, there is still low power applied to the machine to keep the LAN card active. Try disabling both, and see if the power LED goes out when you do a normal shutdown, not power button, normal shutdown from any of the screen options.

    Hi guys ,

    First off all thx for your answers. I tried out both solutions you proposed. None worked. I still have to Hold the power Button to shut it down in order to reboot again.

    "Turn on fast startup" box is inexistant.

    So far what has been done:

    1. CMD Shortcut "C:\Windows\System32\shutdown.exe /s /t 0
    2.Disabling Wake Up On Lan
    3. Disabled Hibernation into BIOS
    4. ''powercfg.exe /hibernate off''
    5. Looking for ''fast startup'' but inexistant

    ... I dont know if that information would help but at the point I'm at I guess i got nothing to loose...

    You are saying that if you go to the "Define power buttons..." screen that the option to turn On/Off Fast Startup is not there? Below is what all of my systems show.

    #4 negates #5. powercfg -h off deletes the hiberfil.sys file, which is required for Fast Startup. Without it, both those options will not appear. If powercfg -h on were done, both options (Fast Startup and the Show Hibernate) would appear and could be checked on or off.

    I turned on hibernate to put off ''fast startup'' by unchecking it. Unfortunately after a couple reboot still the same problem.

    I have to hold on power button to fully shut down my computer as you can still hear ''cpu fan'' , ''power supply fan'' and ''motherboard fan, tower fan'' so to speak.

    Boot into Setup (Bios) go to the Security tab. Disable Secure Boot or Fast Startup. On the Advanced tab look for Power Management, if that is there Disable Fast Startup from there.

    I did tried to disable fast startup from power management but after a reboot than a full shutdown, still have the same issue. I'll try disabling secure boot from BIOS.

    But I never had this issue with other OS before... and I havent made any change into bios since..
