Help Deleting LocalState.. folder in Windows.Old Folder

I just updated to Windows 10 1903 and am trying to delete the Windows.old folder after running disk cleanup (including system files), which successfully removed most files/folders. The folder will not delete manually with an error that the system cannot find the specified file. The full path of the offending "file" is C:\Windows.old\Users\Phil\AppData\Local\Packages\Microsoft.Windows.Cortana_cw5n1h2txyewy\LocalState. . The folder properties of LocalState.. give the same error.

This is happening on three PCs I just updated. Any assistance on what's happening would be appreciated.

Make sure you are in the C: root directory. Open an Admin Command Prompt. Copy/Paste this into the command prompt and hit ENTER. DO NOT alter it.

    RD /q /s windows.old
