Clean install issue (Very minor flickering)

So, I've recently clean installed my laptop using Windows 10 1809 due to it getting screwed up after a Windows 10 feature update. Everything is running smoothly except for three things. One is that whenever I boot up the laptop the Dragon Center (MSI Utility) icon will quickly flash on the task bar for a split second and then disappear after the icons loads to the hidden icons section (I'm still able to use the dragon center and it runs fine) and the other is that when I first boot up and click on the type here to search bar it flickers and when i type something in it also flickers. It only flickers once when performing both actions and after that everything is fine, but it bothers me. Is there any way to fix this or is this normal Windows 10 behavior? All of my graphics drivers are up to date. I've performed numerous clean installs to fix this but the problem persists. It's the same issue with whenever I delete a file on the desktop the taskbar icons will flicker each time (Unless I right click on the recycle bin and select don't move files to the recycle bin. Remove files immediately when being deleted). Any help would be appreciated. Thanks.

Try going into device manager and temporarily disable the display driver. That should force Windows to run the standard default Windows display driver. You may not have available the full resolution of your monitor as a option, but this is merely meant as a test. If the problem no longer occurs than it may still be some kind of display driver compatibility issue.

Also, do you have any sort of 3rd party utilities that directly perform any sort of control over the video? If so, try disabling those temporarily.

What kind of display adapter are you running?

Thank you for your responses. I have checked out the links and have tried the mentioned fixes but it makes no difference at all. This issue is present when I've clean installed windows and it's already using the basic display drivers. I'm beginning to think that it's a Windows 10 issue.

I actually did a fresh install of Windows 1903 last night and the same issue is there. However, before I installed 1903 I went back to 1607 and noticed that the issue wasn't present at all. It must be a bug in the later builds of Windows 10.

See if any of the options in post #6 change the flickering.
