Settings Panel Opens Maximized

    Not a driver/version problem. The Insider version had a slightly older version. Updated it to the current version (same as Win 10 Pro 1903 installation) and its still "normal" size in the Insider version and full screen in the Win 10 Pro installation.

    The Insider installation was the "normal" size after installing latest Radeon driver and after rebooting the Insider version.

    Do you use a local account or a Micorsoft account?

    In either case, create a new local user account just for test purposes. Does the problem still occur? If not that tells you the problem is with your user account. Where you go from there I'm not sure but at least you would know it's not a Windows 10 OS problem.

    If it's a registry problem it would be under HKEY_Current_User.

    OK. Its my account that is hosed up. I created a new account and Settings panel is "normal" size.
    Where or what to check? I don't want to create a new account as I would lose some of my recording studio software.

    You are on the opposite side of the state from me. In the mid 60's I worked for RCA Service Co in Cocoa Beach on the Air Force contract. I was on Ascension Island tracking station for RCA and then later on the NASA Apollo tracking station on Ascension Island for Bendix Field Engineering. The Ascension Island was one, of two, tracking stations that tracked Apollo 11's "Eagle" to the moon landing. I worked in PCM Telemetry.

    That's good I guess. At least it's not an OS problem.
    Have you tried booting to Safe Mode? If it's okay there then you can use Clean Boot to try and isolate the software that is causing the problem in normal boot.
