Stuck in boot loop, no options work

My laptop recently gave out on me and nothing I do has made it work I just want to save my files and do a reinstall of windows. Things i've tried, reseting to previous update - gives me an error that its not successful and reboots back to the bios. Bootrec - tells me I have 0 indentified windows instalations. Windows install from windows website I changed boot priority to flashdrive to load it and it opens a window to install or repair, repair options still do boot loop and install takes me to the end where I have two options to upgrade or custom install, upgrade tells me the "upgrade is not applicable" custom seems like it would wipe my files. All the options in the blue repair screen like "reset this pc, system restore, startup repair, previous version" all just reboot back to the begining so I really only have command prompt and a flashdrive with windows 10. All posts I could find had died out or hasnt worked for me. Besides taking apart my laptop for the hdd and grabbing my files that way does anyone have any better ideas? Any help is greatly appreciated!

Edit: safe mode also doesnt work and if I left any needed details out let me know and I'll be happy to clarify.

    1) If you can boot to command prompt the you also likely can boot to Kyhi boot rescue and Ubuntu.

    2) With Kyhi boot rescue you can backup important files by copy and paste, make a backup image, test the drive, etc.

    3) With Ubuntu you can backup important files by copy and paste, test the drive, etc.

    4) With the windows 10 iso you often can make a custom install which is similar to a reset save files were you will need to reinstall drivers and applications.

Thank you so much, I googled kyhi and got a windows 10 repair tool? ( win10PE SE) and mounted it to the flashdrive and finally got it to boot. However I dont know where to go from here. Theres quite a few pre-installed programs I'm not sure what one if any of the preinstalled is going to help me recover my files though. I tried one calles AOMEI backupper but that seemed to back up what I have on this OS and not of the other files that were on windows OS before the crash. Any tips on what program to use to recover my old pictures?

Both Kyhi and Ubuntu have copy and paste options (copy and paste user folders).

Boot Kyhi's rescue. Open a Command Prompt.
Run chkdsk x: /f where /f is the drive letter of your boot drive. May or may not be C:. This should correct any file system problems and allow you to access the drive. If you can then run Macrium Reflect. Follow Macrium Reflect's Fix Windows Boot Problems directions to see if it will fix the Windows boot problem. Has done so for me on numerous Windows 10 systems.

From File Explorer you can use Copy and Paste to save any files and folders you want to save or you can use Macrium Reflect top make an image backup of the drive to an external USB hard drive.
