Hi, as a routine check please run
chkdsk c: /scan
from an admin command or Powershell prompt (no repairs, scan only) and report summary result (pass/fail).
First diagnostic step:
Create a new user for test purposes. Do you see the same problem when logged in as that user?
If so, it's a general Windows problem. If not, it's particular to your user profile.
That info indicates what may or may not then help.

I assume you have considered:
- using System restore - (if you're lucky and restoring completes- and the problem is recent and you have an appropriate restore point)
- restoring an appropriate disk image. You do use disk imaging routinely as is so so often advised here, I hope?
e.g. Macrium reflect (free) + external storage for image files.

- an in-place upgrade repair (tutorial available)
which keeps all progs, data and most settings (yes it does).
