I have never needed cloud storage, I can backup to USB sticks, 64gb are cheap these days and the SSD has plenty of spare space. I was just getting worried about where my stuff is, especially when opening a document opened up a web page. I have sorted through all the One Drive and got it onto backup media. A lot will be simply transferred to regular documents. If I want to open documents when offline, the cloud is as useful as a chocolate teapot.
I suppose it is the old thing about being offered something and ignoring it. Of course, if you don't opt out, it is assumed you want it. Imagine getting a letter offering to chop down the tree in your front garden and getting home a week later to find it chopped down because you didn't tell them not to.

Unless you take time to learn how to use the app …
    No Internet? No problem.

Files you save to OneDrive are available online at OneDrive.com and offline on your PC. That means you can use them anytime, even when you're not connected to the Internet. When you reconnect, OneDrive updates the online versions with changes you made offline.

Offline files come in handy when you’re without an internet connection, but can also take up space on your PC. By turning on Files On-Demand, you choose which files are always available locally on your device and which files are only available when you’re online. For more info about how to mark files or folders for offline use or as online-only, go to Learn about OneDrive Files On-Demand.
