Microsoft releases the Upgrades to Enterprise and Education first on the year and month of the version number. https://docs.microsoft.com/en-us/win...se-information Then within a month of that release, the Pro and Home versions are released, starting with the 1809 version; the Home and Pro version were released in October, but they pulled them because there were still some reported bugs that caused problems for many users, and after patching it, it was eventually released in December 2018. Now the release schedule will be a little more lax as people keep reporting bugs after there initial release. Hence, 1903 will not be released until late May.
If this is going to be your main system and not a test system you should wait a week or two after the initial release before downloading it, to make sure most of the bugs have been ironed out before upgrading.

"1903" (by the way Microsoft defines its releases, the first two digits represent the 'acronym' of the year, and the next two digits represent the month number. Hence this is a March 2019 update. So why do they want to officially release it in May instead of ... umm.. last month?)
1903 is the year/month that MS finalised the code for the build that is to be released. That is the date they stopped tweaking/adding features and said that this is the build (and the set of features) that will go RTM. In this case major build number 18362 is the '1903' that will be (eventually) released publicly.

Of course, that doesn't mean that all development has stopped, only that no new features will be added. Bug fixes will from now on be by means of CUs until release, so the minor build number will likely be higher than the current .53 by the end of May.
