    Hi ess1

Think you also said this happens if you log off.

Could you please see what else was installed with these software updates. If you view Update history at the bottom it also documents Driver updates.

Your specs say little about your machine, is it possible NVidia or AMD installed new video drivers? Seems today all apps are competing to update. Myself I manage when / if drivers are updated.

Can you think of any other changes that may have been made around the time when this became an issue? Software, hardware or maybe a crash.

Could I ask how are you powering off, is this through Start or with the power button. I might head into Power Plan and reset it to defaults, there is an option to do so when you open a plan. Also check you are using the expected plan. Have seen times when people go to power plans and find some how they are using a plan they didn't select.

    Thank you for reply.

There were 3 driver updates: two in 2018 and one on 08/04/2019 - Media Tek Inc - Other hardware - Media Tek USB Port.

Other updates (11), all Windows Malicious Software Removal Tool x 64, last update April 2019 (KB890830).

As far as I can see there were no NVideo updates

I power off by using windows key>Power>turn off comp.

Sorry am not able to give more details as I am a complete duffer!

Added - Power off set to default.

Thanks for adding Power off set to default.

Have you reset the entire power plan? There is an option to "Restore defaults settings for this plan". You get to it by clicking "Change plan settings"

So just a couple of days before software updates you got a new driver update. If restoring plan to defaults does not work I would open device manage, find that driver and roll it back. Note the driver version of the currently installed device, roll back, note the new version and test, If problem clears then you have to tell Windows to lay off the driver updates.

    Option 4 this tutorial.

check on theis forum for hybrid shutdown, which is part of fast startup. That may enable turning on by a keystroke.

    Hi both.

Sorry John for my post. I misread yours. Tried the hybrid without success.

Ken. Still no go. How about deleting updates for April? I cannot see my wanting all Win improvements (!) anyway

As I cannot rectify my Power Off problem would my leaving things as they are make any difference? Computer only "awakens" upon key press, incoming emails have no effect.

    Continued assistance appreciated.

If your machine is not really powering off I don't see to many issues, it is connected to wall power. That said I would connect to UPS so it will not react (power off hard) to power fluctuations.

Sounds like your machine is sleeping / hibernating.

    Could you do another test.

If you hold shift key down and click shutdown does machine power off?

Have you tried a inplace repair? Would you consider a clean install on a test drive?

Thanks Caledon Ken. Tried shift + shut down just now and it worked!

Have not tried this but received from Company that built PC (PC Specialists, UK) yesterday a possible work around.
I add this for info of anyone:-

"Thank you for the email and updating us on the situation. We are sorry to hear that your system is not shutting down correctly. It could be that Windows is entering hibernation rather that shut down states. Please follow the below instructions to disable hibernation mode:

    1. The first step is to run the command prompt as administrator. In Windows 10, you can do this by right clicking on the start menu and clicking "Command Prompt (Admin)"
    2. Type in "powercfg.exe /h off" without the quotes and press enter. If you typed it in correctly, the cursor will simply start at a new line asking for new input
    3. Now just exit out of command prompt "

Their solution and our test line up. Holding shift key down and clicking shutdown bypasses Windows Fast Startup which is reliant on Hibernation.

You may wish to enable hibernation, as a test, and then just shut off Fast Startup.

Turn On or Off Fast Startup in Windows 10

If disabling Fast Startup fixes issue you can leave Hibernation enabled for deeper sleep. The lost of Fast Startup is minimized with and ssd.

This all points to at least one bad driver on your system. Potentially your PC specialist customized a driver and then through the windows update processes a more generic driver was delivered. If you wish to pursue resolution you will have to disable driver updates, get a fresh copy of drivers from you vendor and force each one in one by one, testing each. Could also be a driver didn't quite get installed right and when 1903 comes along they will all be replaced and it will go back to working.
