My computer won't shutdown or restart fully, please help?!?

So this is probably the 3rd time I've had to fix this, but whenever I try to shutdown or restart my comp. it doesn't completely shut down. (light in tower stays on) Then I have to physically push the power button to finally shutdown. I've fix it before but to be honest following all the suggested things to do, im not sure which on fixes it.

    I've tried:
    - Disabling fast start
    - disabling hibernation via cmd prmt
    - tried to clean boot the system through msconfig
    - rolling back and updating intel(R) power management interface

I don't know if there is anything else that I can do before taking it to the shop(and I really don't want to do that) If anyone has any suggestion I would be greatly appreciative

    My system
    Intel(R) Core(TM) i5-8400 CPU @ 2.80GHz 2.81 GHZ
    64-bit OS, x64 based processor

To make sure it's not because of windows, run this lines:
    %windir%\System32\shutdown.exe -R -F -T 00 (Restart)

    %windir%\System32\shutdown.exe -s -f -t 00 (Shutdown).

    Thanks for the suggestion Countmike,

I ran both those lines and a dialog box appeared then disappeared I don't know if that says its a windows problem,
I also attempted to change the PCI express settings to "off" but still no luck.

Worth checking for a BIOS update buddy, sounds like between Windows and your hardware, someones not talking correctly.

I've had the same problem for 6 years with my Lenovo ThinkCenter K450. Mine shuts down completely about half the time. The other half everything shuts down except the light on the power button on the computer case, then , like you, I have to press and hold it for 5-56 seconds to get the complete power off.

I've give up worrying about it. It doesn't cause any harm. I just check to see if it goes out or not and press and hold if needed. Seems to be a fairly common problem with ThinkCenter PCs.
