All it takes is good optimization and any OS will run good on lower end machines while providing top performance on better or top of the line ones. You can't really make an OS for lower end machines without hurting performance of better ones.
One would think a big advantage of Linux would be the ability to copy the version of the kernel appropriate to the processor on the device. Modules too. Then it would only be the user applications that would be least common denominator. But since most Linux programs are free you could probably download versions optimized for performance processors as you went along. I'm speculating. I've never owned a smart phone or tablet. But if the phone is smart it should be able to download an app?

Edit: when I said "copy" the kernel and modules what I really meant was the device would come preloaded with the kernel and modules optimized for the CPU that's in it. Windows has too many GB of code to do more than have a minimum required CPU and ram spec.

"Smart" as in the phones is something akin to "Intelligence" in Military.

You know what I'd like to see in Windows 9?

Xbox Music to not freaking suck so freaking much!! Ugh! Zune might still continue to have a home on Windows 9 I fear though... Xbox Music is dreadful...

Not a fan of Zune myself, but I would like to see some improvements on the Xbox Music/Videos apps, I do use them but they are lacking in features

    A ratings system
    Play counts
    Last played date
    Way to edit metadata

And for the video app it needs a better implementation for offline media, if I download a tv show/movie I need more freedom over what I can do with it, ie copy it to other ms devices easily, almost stopped using this app because of it's download limits and saying you have downloaded too many times

not sure if these apps will improve now that windows seems to use the dumbed down basic versions found on xbox/windows phone, but would be nice

Something tells me we just might see lots of improvements to the Xbox Music app, especially in Threshold where, in fact, you can run the player in a window. It's high time they replace Windows Media Player and make Xbox Music a central music app.

The way it works now is not bad at all, either, but to truly make it a centerpiece in a sea of music collections, I'd like to see an "advanced UI" for the app, parts that would allow us to edit and download metadata, rip music, make (WP) ringtones and send them to our phones etc.

Basically, just make it do the same stuff as iTunes.

Also, lots and lots more audio formats support is needed.

That is what I would like to see, adding in the features from wmp/zune to make it more of a music hub instead of just a basic player, which admittedly for me it is good as just a player, but would like to see more

the only thing that makes me think they wont do much with it is because it is a universal app (if that's the right term, but buy once and use on other devices), if its the same app used on all the devices, would they make the windows version have more features than the xbox one or windows phone

more on managing local content, not just trying to sell content

It makes sense that when using the app on the PC, you get advanced features. Maybe like an app within the app that lets you do the advanced stuff without having to touch the already established universal UI. Something like "(Xbox) Music Manager" or something like that, only accessible from the PC or bigger tablets capable of rendering and encoding audio etc.
