I've been working on this exact issue for a client of mine for about two weeks. I think we finally just stumbled on a way to fix it - before running the DISM command, first shut down the print spooler:

    Code:
    net stop spooler
Then run the DISM command to install the PDF feature:

    Code:
    dism /Online /Enable-Feature /FeatureName:"Printing-PrintToPDFServices-Features" /NoRestart
And then re-enable the print spooler:

    Code:
    net start spooler
I tried this solution, and it actually did complete with a "Successful" report, but sadly it did not help. Microsoft Print to PDF is still nowhere to be found.
In my situation, not even a full Windows 10 in-place restore solved the problem. This is a very sad situation. It's like; If your fridge stops running, you regretfully have to build a completely new house (including tear down of the existing).

So, I decided to roll back to a 1 month old bare-bone image backup. Upon reboot, everything was working as before. After a short while, Windows automatically begins it's download and update process. I let it finish.
Then, after all KB packages had been applied and a restart, the problem came back again.

My Conclusion: The most recent (April 2021) Windows update to Build 19041.vb._release.191206-1406 breaks "Microsoft Print to PDF"

I'm on Version 2009/20H2 Build 19042.964 64-bit [latest], just did a test print of this page which resulted in a 1669KB file, 5 pages in .pdf, no problem.

I understand that my issue is linked to "something" else also installed on the same computer. I too have other computers which after the update still has "Print to PDF" working as it should. But it is still a fact that the April update broke "Print to PDF" on my computer. I need help to figure out what I can do to resolve it.
