Unable to create shortcuts or new folders on Desktop, (system freezes)

When I right click on the desktop the menu pops up. But when I click on a choice NEW> the PC freezes for about 10 seconds then the screen goes blue. After about 5 seconds my icons pop up on a white screen then the wallpaper slowly fades back in. Then one by one the icons on my task bar reappear.

Hi, that's symptomatic of explorer crashing. By way of contrast, what happens if you try
    CTRL SHIFT N

(which should create a new folder).

Have a look at your Reliability History and explore the red X's. Is there any useful information there?

If you create a new user for test purposes, and log in as that user, do you see same problem?

What is your Windows build? Windows key + r, winver
Sadly many people don't state that and it's not a forum requirement.

I tried the first suggestion, no response.
I cannot create a new user because when I tried to update our new email address I did something wrong and was locked out for 30 days. Until April 1

Hi, please also try in Safe Mode just to see if anything more can be learnt.

In your Reliablity History you need to click 'View tenchincal details' of course.
    This might show something useful.

Now, if we knew you also had the problem when logged in as a new user, then -> in-place upgrade repair install.
But you can't do that, you say, so we don't know if your problem is particular to a user profile or not.

How to remove top bar of Windows Connect?

    0

After updating to the Windows October 2018 Update, I have this bar at the top of my screen when I'm using Connect to cast to another screen: Bar saying "Connected to Surface-Pro-3" at the top of the screen

This is after unpinning it, but it still appears when I move my mouse to the top of my screen, which is pretty annoying when I want to switch tabs in Google Chrome or click on other things at the top of the screen. I can drag it around to different positions at the top of the screen, but not to any place else. I don't think this bar was there before updating to the October 2018 Update.

I don't see any settings in Settings > System > Projecting to this PC regarding this.

Is it possible to remove it entirely?

@jurek - could you please start a completely new thread for your issue as it is not related to this one? Thanks.
