If none of these mentioned things helped you, try this (this is the only thing that helped me).

For example, you want to set the default location to disk D:

    1. so go to disk D: using File explorer and look for a folder named "WpSystem" (If that folder isn't there, then this solution will probably not help you)
      • (it is located at the same tree level as "Program Files")
    2. Delete or rename the WpSystem folder
      • (this folder is used for storing data for windows apps, so if you have nothing to lose, then delete it or you can just rename it to WpSystemOld or something. You can maybe later try to move those files from that old WpSystem folder to a new one, that windows will create (I didn't try this). You can google the purpose of this folder, if you're not sure)
    3. Now changing that default save location should work.
Hey man, THANKS a lot! Been having this issue for months now, this fixed it. Had to register just to tell you

My problem is that i can't change WINDOWS STORE DOWNLOADS to E:

I solve my problem just doing theses steps

    Partition e - Propriets - Security - Advanced

In OWNER, just set Owner to USERS

Change, blank area just type USERS and apply.

It solved to me, after a message about changing permissions to System Volume Information.

    Thanks

I made an account just to thank you for this solution!! Just google how many people have this problem and there is no solution. I have tried everything! From opening the folders as system account with psexec to changing permissions and group policies and nothing worked! The only thing that worked was actually that simple WpSystem folder delete! You are the best!! ++++rep . You should really change the post title so google can crawl it and people find this solution, i bet half the internet will make an account to thank you for this!

For me, it was that SYSTEM didn't have access to D:\System Volume Information because I'd copied a previous HDD to this SSD. Used Process Monitor to watch what file paths were being accessed after changing the drive to D. For any file access errors that popped up, I tracked them down, deleted folders or changed permissions. I used the Task Manager to figure out what user was being used by the PID that was listed on the row that had an error. Turned out to be SYSTEM so I gave it full access to that folder.

Yours was the only method that helped at all lol, thanks
My D:\System Volume Information did not have SYSTEM permissions
