    For 10 minutes, the desktop was locked

    I freshly installed 1809 Pro to a brand new XPS 15 9570. Once in Windows Explorer, I discovered the desktop to be completely locked. Wouldn't respond to clicks or right-clicks anywhere. Dragging This PC as if to make a shortcut on the desktop showed the "no smoking" sign.

    After about 10 minutes or so, Windows released the desktop, and now it's totally normal as if that never happened.

    Does anyone know what this phenomenon was?

    At first glance, it would seem that the CPU was overloaded or that an significant I/O transfer was in progress. Could also be a Device Driver issue.

    Any errors upon install?

    Did it happen again upon reboot?

    Where did you get the build of 1809 from?

    The "no smoking" sign indicates that the physical desktop was in some sort of "read-only" mode. There is clearly explicit code in 1809 for this. If "x is in state y, then lock the desktop.
    I was able to create a folder on the desktop from within a desktop folder window with no problem. Couldn't do anything to it on the physical desktop. Can't even drag the cursor around during this time. It completely blocked all mouse input.

    1809 is on a flash built from the media creator tool.
    The phenomenon hasn't surfaced again since rebooting. Everything is otherwise fine.

    If its an earley boot it may be finishing the install or index the search

    This felt by design, but I have never seen this behavior and I've done dozens of Windows 10 installs.
