You might be seeing Your User Start Menu folder...

    C:\Users\yourname\AppData\Roaming\Microsoft\Windows\Start Menu\Programs

check All Users Start Menu folder...

    C:\ProgramData\Microsoft\Windows\Start Menu\Programs

You can also Press the Windows key+X and choose Powershell (Admin) or Command Prompt (Admin) type the command SFC /scannow and press Enter. This will replace any missing files.

Both AppData and ProgramData are hidden system folders, not shown by default. See this tutorial for how to show them: Show Hidden Files, Folders, and Drives in Windows 10 | Tutorials
