windows 10 won't restart only shut down

    windows 10 won't restart only shut down


    my windows vs. 1809 run okay.. until I want to restart with no programs open the PC starts to shut down to restart ,, the monitor goes black.., then the monitor goes to sleep, ( no signal to monitor) the it just sits there for many many minutes until I manually shut down with the power button to off..

    I can create this scenario on every restart..

    I I do a shut down instead of restart .. it shuts down okay but then doesn't 'always' start up -- unless I pull the a/c power from the PC rear and wait ten seconds... then it will restart ...

    how to fix ?

    The first step should be to go to the computer maker's website -
    1 Download and re/install the latest display driver**
    2 Download and install any BIOS update

    ** Doing this is much better than merely using Device manager to check for updates because Device manager would not be able to tell if the existing driver was misbehaving.

    Would it help to say my pc is also a duel boot to windows xp same pc same monitor, all which works fine .? . you may be right , Though.

    If this is the HP laptop you have under 'My computer', quickly try a hard reset before looking into drivers. Pull the power cord and all usb connections. Take out the battery, press and hold the power button for 15 secs and let go. Repeat press and hold twice more to clear memory residual. Put battery back in and then power cord/charger. Power back up and see if that resets startup. Good Luck.

    No it’s not my laptop but but PC with Asrock motherboard 6800 series ..( thanks)

    Please provide the Full Model# of your motherboard ASRock > Model Name Finding
    Using that info go to the Adrock Support/Download drivers page, put your model # in and download the latest video driver for your card.
    Also, press the Windows key+S in the search box type Control Panel. Here select Power Options/Choose what power buttons do on the left panel click the link for Change Settings that are currently unavailable. Uncheck Turn On Fast Startup (recommended)

    always paranoid when it comes to updating a motherboard I'm afraid of bricking my PC,, the motherboard is :
    AMD Radeon HD 7700 series Video Card//N68C-GS FX2.00 gigahertz AMD Athlon 64 X2 Dual Core
