Have you checked access permission and if you have only read permission have you tryed to change the permissions?

I suggest you go to some of the affected folders and try to copy in something innocuous such as a text file. You could even try right-clicking on the folders then selecting New, Text file. You should only need to invoke Admin permission in such folders as Program files not in your own Documents etc folders.
It seems to work just fine. How do i get rid of the blank paper attached to every single folder?

These statements do not appear to be consistent -
windows has enabled write protection on all my folders
    Seems to work just fine

I do not recognise that icon and it is not in the default set at %SystemRoot%\System32\SHELL32.dll or the alternate set at %SystemRoot%\system32\imageres.dll
    - I can only speculate that you have, at some time, installed a utility that changed your icons.
    - Post the path & name of the file providing that icon by right clicking on that folder then selecting Properties, Customise, Change icon and look in the text input box Look for icons in this file.

    Odd, but I see this. . .

Notice the Restore Defaults box ?

Here are the icons I see in the Shortcut Properties to CCleaner, on my Desktop. . .

    Write protection-chang-icon-1-.png

Interesting, but, I've never noticed that before. . . .

That's not the icon the OP posted a screenshot of.

Your reference to restoring defaults is valid but, because of the unknown source of the problem, I thought it better to guide the OP in identifying the icon because its folder path might reveal the cause.

Yes, many exe files contain icons. Many other dlls also do so. These are the files containing icons on my computer [I probably used a NirSoft utility to find them - IconsExtract]

    All the best,

I thought the Restore Defaults might have been an issue. . . but I see what you are attempting. . . 👍

    Cerawy,

I do not think I could have been clear in my post to you. I was not referring to which of your folders were affected.

What I am suggesting is, on any of the folders affected, find the path & filename of the file providing that icon. Doing so can help to identify the cause of the problem.

You had another thread about compressing your entire C: Drive,
perhaps the icon cache got corrupted and they are supposed to be:
