Start Menu works but cannot be altered in any way

This is a problem that affects my PC but, oddly, not my laptop. Both are running W10 build 1809. On both devices, I like to create my own categories and specify which tiles appear in them. Since the most recent upgrade to 1809, this is no longer possible on the PC. I can change things around, change the size and set it as I like but if, for example, I open a program then come back to the Start menu afterwards, everything has reverted to as it was before. There are also a number of tiles which contain the download symbol and hovering the mouse gives a message "a great app is on its way". I would like to get rid of them permanently but cannot. If I go to Settings/Personalisation/Start, I can change the Off/On slider buttons but if I move to another page and back again, they have reverted to what they were before I changed them.
I have refreshed W10 once but cannot be bothered with all the hassle of having to reinstall all the non-Windows apps I use such as Firefox, VLC Media Player, Thunderbird, Audacity and numerous others.
Does anyone have any ideas or suggestions?

Hi, I can't tell you why these problems are happening- I have 1809 on 2 laptops, and the start menu is fine. I barely use it, and don't fiddle much with it. You can try:
(all from the searchable Tutorial section):
Start Menu Troubleshooter in Windows 10 | Tutorials
Reset Start Layout in Windows 10 | Tutorials
Clear Live Tile Cache on Start in Windows 10 | Tutorials
Re-register Start Menu in Windows 10 | Tutorials

    and for interest:

Also compare what happens if you create a new user for test purposes.

Note: an in-place upgrade repair install (see Tutorial section) of Windows keeps all progs, data and most settings.

    Hi Dalchina
It looks like your re-registration suggestion has solved my problem. Early days yet but many, many thanks after several lengthy spells tearing my hair out in frustration.

I was right to be sceptical. All the settings I created the other day have now disappeared and I am back to the original erratic behaviour. I will have a look at the other suggestions but have decided that I can live without using the Start page so will not be wasting any more time trying to fix it.

You may well be happier with a start menu replacement. Many here use Open Shell (formerly Classic Shell) which I've used for years. Far more rational, full support of drag 'n' drop, and unlike any Win 10 start menu or emulator, fully supports deeply nested large start menus properly.

There are others of course. The ability to launch by searching can be handy.

That said, the Start Menu shouldn't keep failing. I've not seen that - but I only use it very occasionally .
