If the computer was at any time upgraded from Windows 7 or 8 to Windows 10 the computer was registered with the Microsoft servers. So if the drive or motherboard or other hardware are replaced the new operating system should be able to activate with the Microsoft servers.

Use Activation Troubleshooter in Windows 10 | Tutorials

Find 3 flash drives that you can format.
The Windows 10 iso needs to be > or = 8 GB.
The Kyhi flash drive needs to be > or = 3 GB.
The size needed for the Ubuntu flash drive was not yet checked.
Larger flash drives allow the movement of files from one computer to another.

Once you have troubleshooted the computer these flash drive may come in handy to help others with computer problems or to troubleshoot other computers.
All of the flash drives should be able to be used on any Windows computer with USB ports.

Before the final approach -- reinstall

Is there anything I can try to boot to my windows 10?

I am not trying to be lazy to skip reinstall,

but I want to check if there is anything I need to backup.

It's said the hal.dll is corrupted or lost, and Google suggests that this error is related to boot.ini

But I have no idea about that.

can I have this problem fixed in an easy way?

btw, can I create a Bootable USB Recovery Drive for Windows 10 ?

while my another computer is running on windows 8.1 . Can I use this good computer to create the USB Recovery drive for windows 10?

    windows 10 professional version 1607 build 14393.969 64 bit

There are troubleshooting steps for failure to boot but the most important step is to backup files.
Once files are backed up you can clean install.

    Options to backup files are:
    1) Kyhi boot rescue
    2) Ubuntu
    3) external HD enclosure
    4) move the drive to the secondary bay of another computer

For Windows 8 questions there is a sister website: Eight Forums
    Windows 8 Help Forums
It should be able to be used to create a bootable rescue for Windows 8, 8.1 or 10.
Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums

Once you have files backed up and have the backup option of a clean install you can use the Windows RE menu and command prompt commands for troubleshooting.
Problems with failure to boot could be related to the boot sector, operating system, registry, drive file system, etc. There are a limited number of troubleshooting steps. One of the steps that had worked on Windows 1607 to fix the registry no longer works on newer versions. Various command prompt commands can be used and based on the results there may be additional commands for the troubleshooting.

Unable to boot anything Windows : win10

Greetings all... I've been researching the same problem for over a week now (in Feb/2019) to no avail. The main problem is that the machine will NOT boot into a windows environment from any medium whatsoever. The only thing I haven't tried is a Win10 DVD, which I don't have one. I've been trying to boot from several different USB drives and the same problem just remains persistent : after splash screen and then circling dots... nothing. When trying to boot from HDD the win10 does a funky reboot and then goes to "Preparing Automatic Repair" (sometimes with, sometimes without circling dots), after a few moments it goes completely blank black screen with no further response. Then I have to do a hard power off. My TOshiba laptop will boot into a Linux partition with no problem unless I try to boot with a win10 install USB, which then overwrites the grub boot info. Easily fixed with booting from a Linux install USB, which works btw, but doesn't help me much for trying to repair win10. NOTHING WORKS. I can't even reinstall win10 because I can't boot into any form of a windows environment. Pretty sucky Microsoft.
