What would cause this dialog to randomly appear?

Hey guys, was using my PC and this popped up randomly.

What would cause this dialog to randomly appear?-capture.png

Have no idea what it's about. I've just left the window open for now.

That's just someone having trouble getting the certificate to save. I'm wondering why this popped up completely randomly while using my computer. I didn't try to encrypt a file or anything. I did a scan for malware with Defender and then HitMan Pro to be extra sure. Nothing found. So I just closed it, and assume its fine.

I had a similar dialog on a Windows 10 Pro when I used File explorer to look in particular folders.
    - It was not random in my case.
    - The dialog appeared when I opened folders on a USB formatted by my TV's set-top box. Those folders were coloured in a particular way to distinguish them from normal folders [I think they were pink].
    - I found explanations online that said such behaviour could be expected for drives formatted by some non-Windows OSs.
    - I appear to have deleted all notes of the incident so cannot give you any helpful links.

    Going by memory alone -
I tried going through the dialog's certificate export/backup routine in an effort to shut it up.
Then I disabled EFS in Task manager, Services, EFS, Open services and that succeeded.
