Well the above setting works for me at least.
Maybe I don't understand. If I uncheck the setting here:

Zoom settings are remembered per site even if I close the tab then re-open it.
As for "Open Chrome Web Store" - you are clicking the hamburger?
Sorry to ask but if you don't click then you can't see it. If it's still cut off then I wonder if it could be resolution/ display settings in windows - which i don't know too much about.
Other option is backup profile then uninstall/ reinstall Vivaldi just in case something screwed up.
Not sure what hamburger you are talking about but I see it now at the bottom left of the extension pane that opens when you click on the three dashes at the upper left. Somehow I missed it. I was looking for it in the main extensions window. You came through again. I'm sure though, at some point I would have seen it :)
Except for Win 10, I'm boycotting Microsoft so I don't even have Edge.
I'm all set now except to rearrange the bookmark folders showing in the bookmarks bar which I will get to a bit at a time.

PS - I especially like that Vivaldi underlines misspelled words in form fields when you are typing online. Chrome does not :) Just saying :)
Those three dashes are what is commonly known as "hamburger icon" and can be found in a few other browsers.
