RE: Bookmarks bar. Ctrl+M then select View > Bookmarks Bar. It accepts folders for bookmarks too.
Well...
Vivaldi is exactly what I was looking for, so I think I'll just stick with it by itself for now. I have already set it as my default browser. However, I have thousands of saved URL's in my bookmarks, in MANY different folders as you can see at the link I posted above 😊 I will hate to have to start over with that. I'm sure there is a way and I have just not seen it yet.

Oh I don't have an account or use sync.
As far as I know it's just so that you can access your Vivaldi settings on other computers:

You need to export Chrome bookmarks as. html file the import into Vivaldi via File > Import Bookmarks

Did that already. All that does is clump them all together in a folder called imported. I have several other browsers and they were all easy to import AND they put them at the top under the URL field, (in the bookmarks bar) just like Chrome has them. I want the folders individually under the URL field just like in Chrome (and ALL) my other browsers.
I cannot believe that Vivaldi does not do that AUTOMATICALLY. Especially since it is based off Chrome.
And how do I go look for extensions to install in Vivaldi? I actually thought that when I selected to sync all, it would make everything just like Chrome. I need Magic Actions installed to use at YouTube and a few others...
