DISTRIBUTEDCOM Event error 10016

Recently for some reason the Laptop has been slow in booting to Desktop ready for use although very limited items are in Task Manager, StartUp

Looked in event viewer and shows a repetitive error over 3 times.

DistributedCOM event error 10016

When searching the registry for the clsid. Comes up as ShellServiceHost.

When following instructions to add parameters and allow etc in Component Services, ShellServicesHost, Security, Launch and Activation Permissions, Edit.

Add is greyed out not allowing any change despite running as Administrator.

Prior to this I ran
DISM /Online /Cleanup-Image /RestoreHealth and sfc /scannow saying some errors had been found and sorted. But still the slow boot.

Any Ideas if this the cause of slow startup etc.

1. Please type Regedit into Start Menu.
2. Go to HKEY_Classes_Root\CLSID\*CLSID*.

Note: *CLSID* stand for the ID that appears in your event viewer error.

3. Right click on it then select Permission.
4. Click Advance and change the owner to Administrators. Also click the box that will appear below the owner line.
5. Click Apply and grant full control to Administrators.
6. Close the tab then go to HKEY_Local_Machine\Software\Classes\AppID\*APPID*.

Note: *AppID* is the ID that appears in your event viewer.

7. Right click on it then select Permission.
8. Click Advance and change the owner to Administrators.
9. Click the box that will appear below the owner line.
10. Click Apply and grant full control to Administrators.
11. Close all tabs and go to Control Panel --> Administrative Tools.
12. Open Component Services.
13. Click Computer, click My computer, then click DCOM Config.
14. Look for the corresponding service that appears on the error viewer.

Note: For this step, look for the one that appeared at the right panel of the RegEdit. For example, the AppID {4839DDB7-58C2-48F5-8283-E1D1807D0D7D} registry key contains the "ShellServiceHost" data with a (Default) as a value name. Now look for "ShellServiceHost".

15. Right click on it then click Properties.
16. Click Security tab then click Customize in the Launch and Activation permissions section. Click Edit. Click Add. Add a Local Service. Then Apply.
17. Tick the Local Activation box.

Done as listed, but in Launch and Activated permissions. 'Add' is still greyed and cannot add anything.

In the Permissions for Administrators box below the Local Launch, Remote Launch, Local Activation and Remote Activation are all marked as 'Allowed'. ??

Please go over the instructions again the Add button grayed out because of wrong permission setting at registry.

But looking back to find a system restore point, found a restore point as 'Windows Module Installer' approx 5 entries, same day all within 10 mins of each. This approx is where the startup has been noted to be slow.

Would this be associated with the event error. ??

Thank you for letting me know reboot is needed i will include the reboot after registry permission changes.

Add is constantly greyed out.
