@rivre, it’s good that you ran disk cleanup: 30GB taking about 90 minutes isn’t unusual.
I’d like to recommend you run Disk Cleanup during the week before the 2nd Tue of the month each month.
--- You should find that 30GB of disk cleanup should not be the norm for a monthly maintenance plan; there might be times in which it might be possible in the case of a Feature update maybe or a new install that incorporates a windows.old folder and I'll be watching for that myself. With that said, please consider a monthly maintenance plan that matches what your computer needs are.

So far, I think it's been much quieter, but probably because I ran that reg command so it's probably just forcing it closed every time it tries to run again.
As far as how long has it been a problem - it's been running as long as I can remember having Windows 10 installed, which has been over 2 years now - approaching 3. It's always been a pain. I can't say exactly when it started but it's been annoying me for the majority of the time Windows 10 has been installed, if not the whole time.
I wonder if it's worth resetting WU?

Boot in Safe Mode and run script gets around the problem.
I hope you find a total solution.
I know I sound repetitive but please implement a system image backup plan.

You can disable CompatTelRunner.exe.
- Launch Run window by pressing down Windows key and R letter on your keyboard at the same time.
- Type taskschd.msc and press Enter or OK.
- Now, expand the folders in the given order – Task Scheduler Library > Microsoft > Windows > Application Experience. Find a task called Microsoft Compatibility Appraiser (it should be at the top, partially hidden) and right-click on it. Select Disable.
I checked some settings earlier and you are correct. They reverted to default after a windows version upgrade.
