Big thanks. I ran it and I'll see how it goes. I still have no idea why it runs though if I have it disabled in the task scheduler. What's triggering it?
I'm not sure because I've actually disabled/ deleted lots of telemetry related stuff but as you know that can lead to needing to reinstall windows if a future upodate breaks something.

    Maybe try disabling these services:

    Connected User Experiences and Telemetry
    dmwappushsvc

    and check:

    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection

Look for 32-bit DWORD value named AllowTelemetry and set it to 0

If it doesn’t exist then create it.

    Just checked HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection

and it is already set to 0.

Connected User Experiences and Telemetry is already disabled in services.

dmwappushsvc is also disabled already in services.

Are you up-to-date for your version of Windows 10? What version are you running?

I haven’t seen that issue yet, but since it’s associated with WU’s see if Free up space now will help.
--- Settings, Storage, Free up space now.
--- You will be able to delete Windows Update Cleanup & Previous Windows Installations
--- I know cleaning those out are designed to free up space but maybe something contained in them would also remove an issue that affects what you are seeing.

    EDIT
Open Task Manager. Check the Processes and look for Microsoft Compatibility Appraiser or whatever fits what you are looking for, right click and select Go to details while it's running.

Suggest that you use WUMT Wrapper Script (Portable) to control updates:

    Download WUMT Wrapper Script 2.5.5

    Since version v.2.4.5

    • The following cause the windows update service to start if enabled in script and so are disabled:
    • "InstallServiceTasks.dll"
    • "InstallService.dll"
    • "compattelrunner.exe"

You would need to run the script manually to check for updates then choose which updates to install.

Any questions - ask the author of the script View Profile: pf100 - Windows 10 Help Forumsin this thread:

    https://www.tenforums.com/windows-updates-activation/104945-stop-windows-10-updates-properly-completely.html

However be aware that that thread discusses a few different versions of the script along with another script by
Matthew Wai which offers update notifications.

In your screenshot, you have marked "Run as administrator".
To my knowledge, the script will automatically get administrator privileges.

Part of this article How to Fix High CPU Disk Usage by CompatTelRunner.exe includes
“This process is part of a Windows Update, specifically the KB2977759 one, which stands as the Compatibility update for Windows 7 RTM (Release to Manufacturer). The update is one of the many that serve as a preparation to upgrade to the latest OS version, and will”

FYI. From clean install of Windows 10 - no Windows 7 upgrade.

No, I did not. I bought Windows 10 retail and installed it from disc. Which is why this annoys me. Why is it running if it serves no purpose to me?

Apparently, a retail version of Windows 10 is available on a USB stick rather than a disc.

If none of the recommendations have helped resolve your issue, it’s time to contact the vendor.

“I bought Windows 10 retail and installed it from disc”
That indicates to me that your issue is related in some setting(s) that haven’t been determined yet that are inherent to the configuration and I suspect you did not get that disc from Microsoft.
--- Contact the vendor support and see if they will help.
--- Maybe seller at eBay, Amazon or a company similar to Bonanza
Microsoft Windows 10 License Key: 359 customer reviews and 12 listings

It would be nice if you could consider a clean install, but if the disc didn’t originally come from Microsoft, I believe the product key will not be recognized by Microsoft.

Create a system image backup before proceeding please.

EDIT: What version of Windows 10 do you have?
How long has this been going on?
Is it possible this problem started when 1809 installed?
