Laptop won't shutdown or restart properly

My laptop won't shutdown or restart properly, I am using a docking station and when I undock the laptop it seems to restart/shutdown properly but when I restart/shutdown with it docked, it doesn't restart/shutdown properly and always goes into a mode like sleep mode.

How do I fix this issue?

always goes into a mode like sleep mode.
    - just wondering if that's hibernation.

You could experiment and disable hibernation.

Perhaps related to your power plan settings.

I had some trouble with mine, fixed it by shutting off fast start and disabling hibernation with powercfg /h off. Though make sure you do both. With just one of the other it didn't work right. Disable fast start, then restart. Then issue powercfg command. Added benefit is it gets rid of the hiberfile.sys file in the root of the system drive which is pretty large, same size as memory.

It seems that there is an increasing number of issues where having fast startup enabled is causing problems when restarting vs a cold boot - perhaps this is another. Seen about 4 others (not like this) recently.
