    Lost administrator priviliges and Bad Image credui.dll error


    Hi guys
    I have two HP8540W laptops with 250GB SSD both running Windows 10 Pro fully updated.
    I had a problem with the screen flickering and then going blank on the work laptop so it appeared as if the screen had become faulty after all these years.
    So I thought that I would remove and swap over the hard drives and at least have all the data for work on the laptop with the functioning screen.
    The result of this is the work laptop is functioning as I am using it now to type this BUT a couple of problems have occurred that I can't remedy.
    I seem to have lost administrator privileges on the work laptop and am receiving the System32\credui.dll error 'is not designed to run on Windows or it contains an error' when trying to access the Chrome browser. I have tried most solutions that I can find by Googling these problems but with no success. I am not sure if by solving the privilege problem that this will in turn solve the credui.dll error message problem or vice versa.
    I have tried Safe Mode but access is blocked trying to click on' User Accounts' although it seems that I have administrator rights via the inbuilt administrator within Safe Mode.
    I cannot achieve admin status when not in Safe Mode.
    I attach the SFC scannow log file which found corrupt files but was not able to fix some of them. I do note that there is another file in the Logs called CbsPersist which is some 20mb in size if this would assist.
    I tried running DSIM in Safe Mode but received an 'error 1084 saying that this service cannot be run from Safe Mode' and as I cannot achieve admin status for the CMD I cannot run it effectively in ordinary mode.
    Further I am receiving the following error 'The specified procedure could not be found" when trying to access some of the installed programs such as MBam, Revo Uninstaller, Speccy, Rogue Killer, EaseUs ToDo, as well as it seems that AVG, PrivaZer and others are unable to be opened by clicking on the desktop shortcut although it seemed that AVG was visible in the tray but has now disappeared after I clicked on the desktop shortcut??

    Does anyone have any ideas on how I might solve these problems please.

    This thread suggests doing a repair install with a clean Windows 10 ISO, and it apparently worked:

    The problem will be permission will belong to the user of the old PC and even if the username is the same the sid won't be when you look at permission on folders does a long number show up as owner?

    Thank you for your replies guys.
    I cannot download W 10 iso because when I downloaded the Media Creation Tool 1809 it then will not load when I click on the .exe. Gives me an error saying 'The procedure could not be found"
    Does anyone know where I can download a genuine and safe copy of the credui.dll file so that I can try replacing the current one and see if that works.
    I was able to re enable the inbuilt Administrators user account but it won't let me past the second screen at login when it wants to set the user settings?

    I have a copy of the .dll file from my computer; but I'm not running Pro and I think there are three different versions of that file.

    I would attach my file; but I need to do more research to know if the file is specific to my computer and contain personal information.

    Thank you EyeInTheSky that is very nice of you to offer. Providing there is no private info and if the version would work?
    I tried to find where to download it from MS but with no luck so far. I do note that there seem to be a number of websites offering this file but I am very wary of these unknown ones at this stage.?

    I just looked at the one in the link I provided and I compared it line by line with mine in notepad and it is identical. I scanned it with anti-malware and anti-virus and it came up clean.

    It took me ten minutes to go through it line by line and it is identical and authentic.

    Malwarebytes disagrees??
    Not sure it this is a false positive or whatever as my knowledge is very average.
    What are your thoughts?

    Windows Defender didn't flag it - where did you download it from?

    The file is suppose to be 48KB in size - is yours bigger because you attached it in your post?
