For the record, I rebooted several times and logged out and back in as well but I did not correct the problem until I created a second account, logged out of my main account, logged into the second account, tested Windows key +V there to verify it was working, logged out of the second account and then logged back into my main account.

Thanks for that info, so it does appear that the second account was a necessary step after all. Interesting....

As I said, I cannot (yet) find a way to make the fault come back, so I've no way of finding out exactly what went wrong. As the same thing has happened to two of us there must be others in the same position, your info will be of help to them.

I have the same problem and I did what you said step by step, yes, it works. BUT BUT BUT when I reboot my PC, the clipboard was gone, yes ,it disappeared again!!! that means, i have to login a temp account first each time when i want to use the "MAGIC" winkey+v ......

Now that 1903 has been released to the public, surely there is a much larger base of individuals with this problem.

In my case, I created a second user account... but when I log into it, the Win+V key combination does NOT work to bring up the Clipboard. So, the method described in this thread (switching accounts and then back) does NOT work. I have tried this method several times, in addition to everything else I can imagine to 'reset' Clipboard access via Win+V. Nothing works.

Perhaps it is time for an update to this thread. Any further suggestions?

I had the same issue. Caused likely from Spy Protector or some other policy created by one of my anti-virus slash anti-something applications. :) The issue continued even after I updated both registry values for clipboard history to 1. However, after I did the following:

Open Task Manager > Right-click Windows Explorer (in the "Windows processes" section) > Click Restart

...the issue was resolved. Hope it solves the issue for you as well.

Just for interest, mine has always worked.
Out of habit,I run ---dism /online /cleanup-image /restorehealth---once a week to give me a break from gremlins.
    Might be simply a coincidence.

I had the same problem. Win+V didn't work on main account worked on the guest account. I tried all reg tweaks, etc - no success.
    So what I did was:
I disabled all startup programs (Teams, Nvidia Experience etc.) restarted the PC and Win+V started to work, then I started enabling startup programs one by one, and found out QuickTextPaste overwrote the Win+V shortcut. I removed this particular hot key in QTP and got the problem solved.

    Hope this helps some1.
    Best.

    Glad you found it.

That's exactly the right procedure... compare with a newly created account first. If the problem doesn't exist with that, no general Windows fix is likely to help. However, if a conflicting program is also available under the new account, remember the same issue could exist, but still not require a general Windows fix.

Might not work for everybody but restarting explorer.exe fixed it. If this happens frequently perhaps automating it with a bat file and keyboard shortcut would be convenient.
