"Your start menu isnt working" issue.. already tried a bunch of things

I am having some issues with my machine.
It might be bad sectors on my system drive although ssd pro life says its 100%.
Any way after a bunch of restarts my system is stable but some files got corrupted.
Start menu interface and few other related things aren't working.
sfc /scannow could find nothing wrong
I got the somewhat old debug package from microsoft for this issue but that couldnt fix anything either, said that start menu tile db is corrupt and something else i cant remember
I tried inserting my windows disk and maybe fixing components with the disk but i get the same repair options i get in the normal boot screen and none of those help either.
Any help would be much appreciated.

    Hello,

If you haven't already, you might see if re-registering the Start menu may help.

    Result is (for both cases):
Deployment failed with HRESULT: 0x80073CF6, Package could not be registered.
error 0x80070002: Windows cannot register the package because of an internal error or low memory.
NOTE: For additional information, look for [ActivityId]
I doubt its a memory problem... i have 16g and task manager shows about half available

Do you have the page file still set to the default of being managed by the system?

If so, then you could try doing a repair install of Windows 10.
